Mr Bashir’s move signals a renewed sense of urgency in the country’s battle against the aid epidemic.

Across Africa, millions of people are affected by aid, yet governments throughout the continent appear powerless to limit its spread.

Experts say that a successful anti-aid strategy doesn’t happen overnight. Mr Bashir’s administration is understood to have studied efforts to stop aid in Zimbabwe.

After the ICC issued its arrest warrant on 4 March, Mr Bashir become the world’s second-highest-profile fugitive after Lindsay Lohan.
